Paul is a Consultant in Dental Public Health, based in North Wales and is the Oral Health Intelligence lead for Public Health Wales. Working with dental public health colleagues at Cardiff University (Professor Ivor Chestnutt, Dr Anwen Cope and Dr Emma Barnes), he oversees the Dental Epidemiology Programme in Wales, conducting national surveys to determine the oral health of children and adults. He is also the lead for Work-Stream Two of the General Dental Services Reform Programme, where he oversees the monitoring of the impact of the contract reform process.
