Consider whether the following barriers are present and if so, whether they can be mitigated:
- Unable to register and interact with core services e.g. literacy difficulties, no fixed address, complex registration processes, stigma and discrimination
- Difficulty attending fixed appointments e.g. fluctuating capacity to engage, chaotic lifestyle
- Unable to understand and follow complex advice
- Communication barriers caused by language (see Annex A) or sensory difficulties
- Exclusion from services due to behavioural difficulties
