Programme Structure and Governance

Negotiation and design of the new dental contract for the GDS is outside the scope of the Dental Reform Programme. However, some members of the Dental Strategic Oversight Group (DSOG) and reform workstreams were involved in the contract negotiations and some will be involved in contract design processes within the Welsh Government. Hence, it is expected that the new dental contract will be informed by the learning so far and various impact and risks assessments (e.g. Equality Impact Assessment) that need to be carried out by the Welsh Government.

The Dental Reform Programme is sponsored by and hosted within the Welsh Government.

The overarching strategic objectives of the dental system reform are:

  1. Improve population health, oral health and wellbeing through a greater focus on prevention and addressing causes of inequalities
  2. Improve access, address inequities in access, experience and outcomes of dental care
  3. Enrich the wellbeing and engagement of the dental workforce and ensure workforce capacity and capability is reviewed regularly to meet the healthcare (including secondary prevention) needs of the population
  4. Increase the value achieved from funding of dental services and programmes
  5. Ensure quality, safety and improvement systems are in place for dentistry and oral health
     

The Dental Strategic Oversight Group (DSOG) is the group tasked with driving the Programme to deliver strategic direction of the Welsh Government (WG) as outlined in A Healthier Wales. The DSOG group is co-chaired by Paul Casey (Deputy Director of Primary Care and Mental Health, Welsh Government) and Craige Wilson (Deputy Chief Operating Officer, Swansea Bay University Health Board). The Professional Lead on this group is the Chief Dental Officer in Welsh Government, Andrew Dickenson.

There are four work streams carrying out the activities that contribute towards to achieving the strategic objectives of the Reform Programme. These workstreams are:

  1. Operations, Data and Finance
  2. Communications and Engagement
  3. Clinical Development
  4. Workforce Development

Work of the Dental Reform Programme is coordinated by the Dental Strategic Oversight Group and supported by the Programme Coordination Group (PCG).
