Paul was appointed as Deputy Director for Primary and Community Care at Welsh Government in October 2022 having previously been responsible for the contract strategy and negotiations team within primary care. He is responsible for developing and implementing policies which improve the health outcomes for the people of Wales; delivering against ambitions towards care provided in a primary and community setting around individual’s needs.
Paul has over 30 years of experience across a range of civil service portfolios, including European Transition where he worked on internal market policy, state aid and the implications of the Northern Ireland protocol; and Welsh Treasury as part of the team developing the Welsh version of the private finance model for asset investment. Prior to this he was Head of Research at the European funding office. Paul’s early career was in the economics team advising on agricultural and rural policy.
